How do I find copies of laws for San Diego county without leaving the house or paying for it?

Not that I should have to explain myself but, please understand I do not wish to pay simply because this information is public record and a illness prevents me from leaving home. I am certainly more than willing to research this myself just having trouble with finding it when I googled it and wanted some honest answers from decent people to get started.
